my guess this is the lcpd headquarters where the lcpd players can see the hot spots in the map,where most of the action takes place etc...this is probably a place where you can see all of your stats like running,swimming,walking etc...this is probably where all the people that beat the story will be

located speaks for itself where the best of the best gta players will be located and become legendary amongst the gta community
this is where the players that beat the game 1oo % will be located,rockstar mentioned that the first 10 people that get 100 % will be placed and be awarded a key to the city :) interesting
